Also check when it is started. Your problem is ringing bells.
I had the same problem, but can't remember what fixed it.
It does seem like part of the solution was to have it start later on in the boot.
I'd suggest making it S99 just to be safe.
Also, make sure, if there is a command line option to specify the conf file,
do so, to ensure it's using the file you think it is.
And finally, if this doesn't solve it, try the reinit thing.

you don't say which image you are using. But can you double check that
crond is actually running?

ps | grep cron
