You don't need debian on the host PC. What you need, if you wan't to use
a host PC for development, is some operating system with a NFS server.
The NFS server should share a filesystem contaning the TS debian distro
for the TS7200 that can be found on the TS homepage.

tsarmlinuxcd-05-20-2006.tar is a CD-image with usefull stuff for
development, such as a cross-toolchain debian distros for the cards,
source code for the linux kernel etc. Pretty much all you need to get
started provided that you have a NFS capable host PC.

Just for clarification:
Your TS7200 comes with a flash card. The flash card has busybox linux
installed on it. That means that it is a stripped down linux distro that
is well suited for running on embedded systems. This means that certain
things are missing such as compilers etc. Therefore, if you want to
develop stuff you need to do one of the folling things:
1) Compile from another system using a cross compiler and then transfer
the files to your TS7200. This is where cygwin cross-toolchain on the
tsarmlinuxcd comes in handy.
2) Make your TS7200 run a complete linux installation, either over NFS
or directly via some extra flash card, and compile files directly on the
board. This is where the debian distro comes in handy. There are two
debian distros to choose from. Sarge and Woody both available at TS
homepage.
