[ts-7000] [TS7200]Help! How to setup host PC environment?

Hello!
Im a beginer of Linux application program for Linux target board.
I got a TS7200, but I dont know how to setup host pc.
I want to develop very simple application to TS7200.(like hello world)

Q1) Is it possible to develop in Windows Environment using cygwin?
Q2) What version  of Debian linux is it right for host PC?
Q3) What's tsarmlinuxcd-05-20-2006.tar in Technology System homepage?
    How to use this file?
