The constant reboots is the bootup watchdog timer timing out. This
implies the Linux kernel never booted far enough to turn off the
watchdog.
"save" will only restore the ramdisk image in flash. You must have
clobbered the bootloader kernel (in the first partition in
flash, /dev/mtdblock/1). You will need to restore that manually.
When booted to the TS-9441, you can use either dd or mtdcp to write a
known-good vmlinux.bin to /dev/mtdblock/1.
