[ts-7000] Set iwconfig permission

I'm logged in as root into the TS7250.  I'm trying to setup my USB
wlan.  I've followed the instructions and it's been going ok until the
iwconfig.  I get a permission denied.  I'm not sure why the
permissions aren't set for me to execute iwconfig in the first place,
but I cannot find iwconfig to change the permissions.  Does anyone
know where it is located or any ideas to what is wrong?  Thanks for
any help.
