Then why ask about C#?  C#'s quite different to C and C++, especially
when you're talking about embedded devices.

This code is a delay loop used by the LCD driver to wait a number of
nanoseconds.  It's really quite specialised and is completely
ARM-specific.  If your code isn't talking directly to hardware and you
don't need to have precise* nanosecond delays, then you can safely
ignore this code.
