Good news: A solution has been found.
I have been trying for over a month to piece together the puzzle of
why the 2.4 kernel cannot reliably run pl2303 based USB to serial
converters even though there were numerous patches, fixes, and updates
applied since 2.4.18. It turns out there was one (seemingly minor)
patch that was missed when the "working" 2.6.x driver was back ported
to the 2.4.x release. But that was the magic bullet.
After applying the fix to the 2.4.26-tS11 kernel source all of my
pl2303 devices work correctly now for both transmit and receive.
Previously I could receive but not transmit without losing 95% of the
characters.
I have type '1' and type 'HX' chip devices and both function correctly
now under Debian on a TS-7260. I need to do some testing to see if it
will work under TS-Linux but see no reason why it shouldn't. I will
be uploading the working pl2303.c file to this forum's file area after
some more testing.

Amardeep
