[ts-7000] Can't find arm-unknown-linux-gnu-gdb on Cygwin

I can compile and run fine, but I can't remote debug.  I have
gdbserver running on the TS-7300, now I just need the arm-linux
version of gdb to run on Cygwin.  Is this normally installed?  What
does everyone use for this?
