You said almost nothing about your project but here are the basics:

1.  Write a daemon to collect the data (from a tsdio24 or the i/o or
a/d on the board) and write it to a file.

2.  Run the daemon on startup from the /etc/rc.d directories.

3.  Get Perl or Python working with Apache to process your data
files...or write a CGI program using C.  Whatever the programming
language it has to read the data files and emit valid HTML. 

To be honest, your totally open-ended question indicates that you may
be in over your head.  If this is a paid-for gig then you may be
better off finding a device that reads digital/analog signals and
outputs them as HTML.  These devices do exist.  If this is a school
project, prepare to spend many many hours on this.

I'd start by looking at the samples in the Files section of this
group.  Also, there's lots of good information in the group messages
so search away.
