This is the part that does the boot from serial/SPI/memory/etc that is described in the EP93xx data sheets. The TS7250 has NAND flash, and the EP93xx (and many other CPUs) can't boot directly off NAND flash, so that's probably why (I'm taking your word on that, I didn't check the board too closely myself) there is an additional EEPROM on the board (containing the TS-NANDBOOT code) from which the CPU can boot, to load the 'real' boot loader and Redboot after that.
