[ts-7000] How to restore file system on TS-7250?

I have 2 devices that stops their init procedure on apache start.
I cannot even log onto the system.

I tried to run device from NFS - but /dev/mtdblock/1 device is seen as
NFS device (not pointed to flash memory).

How to update flash filesystems without the possibility to log in on
local filesystem?

I done:
(redboot start procedure)
fis load vmlinux
exec -c "console=ttyAM0,115200 ip=dhcp nfsroot=172.18.20.195:/home/image"

and it started without problems.
Then i copied default TS-7250 flash filesystem and tried to do:

dd if=TS-7250-32-default of=/dev/mtdblock/1

and result is the same, I always got an error. It looks like
/dev/mtdblock points to NFS filesystem not flash on-board memory...
