If you want to quickly get a lot of software for arm, i use the debian
archive. On my zaurus, this is the quickest to get software build for
libc-2.2.5 but, i think you use a newer libc, so try to grab package from
woody or sarge.
Else, it's pretty easy to write your own software to grab image. What do you
want to do ? have X on your display and see the webcam, or just grab
image/video ?
