Sound Devices have released Wave Agent that will edit metadata as
well as being able to change the sample rate (playback speed)
It's free and in beta but seems fairly stable , it's designed for the
film world but has some handy features for all types of recording.
Sorry if it's been covered before , just thought I'd throw another
into the mix.

<=95 ProTools can play back at half speed.
<=95 Using the free app Sound Hack you can fool the host DAW by
<rewriting the sample rate header to twice its actual rate. The DAW
<will then play the file at half speed.
<=95 Peak has a DSP option for altering pitch. With "Preserve duration"
<unchecked, I believe it simply plays the file at a lower sample rate,
<rather than resampling.
