Dave:
You almost certainly want Audacity (http://audacity.sourceforge.net/)
which runs on windows and all the other majors OS's. There's pretty
good help that arrives with the program and even more on a Wiki linked
from the sourceforge web site.
Unless you want to work with lots of track at once or use "plug-in"
programs from other sources, Audacity will probably do what you want.
At least it is free, free software and a good place to start.
