The way it works is 16 bits at all 'ones' would be the same as 24 
bits at all 'ones' which would equal the same maximum level. The 
advantage of 24 bits happens at the low level end where the minimum 
sound level would be 24 bits all at 'zero' rather than just 16 bits 
all at 'zero'. Giving you 8 bits, theoretically, more resolution of 
low level sounds with 24 bits.
