No, the positive supply (+38V) is not effectively at ground - it just
drives  pin 2 (through the second 22 mfd capacitor, C15). There seems
to be a virtual ground at '+28V'. So, the supply voltage for the
output amplifier (T3, T4) is blocked by the 100 mfd capacitor (C14).
