The "clown" is David Attenborough, arguably the most influential and respected naturalist on the planet today. The clip is from one of his BBC series (The Life of Birds), and there was likely little or no fakery involved. Since the clip was certainly pirated, I suspect there's little, if anything, you can do to restore the proper aspect ratio.
