Two apps from the free + open source software world:

Audacity (win, OSX, linux)
Very basic, does as many tracks as you need, can use VST plugins.

Ardour (linux, OSX)
Free software attempt at ProTools replacement. Very full featured, very 
complicated, still experimental but worth a look if you use Linux or OSX.
