Baggage theft problems

I recently ran across a new type of baggage lock that's approved by TSA.

The one I saw was a combo lock, and indicates if anyone other than
yourself opens the lock. TSA has a unlocker for these, and can open them
without damage, inspect and relock the case. When you collect your bag
and the indicator indicates it was opened, you can check. And take
immediate action if something is missing.

There is a little more info on TSA's site:
http://www.tsa.gov/public/display?content=3D09000519800a5a8e
I do not know if all the locks listed there have the indicator feature.
The one I saw seemed to be associated with Pelican cases.
