CoolEdit allows you to slow the sound down without changing pitch ("Time
Stretch"), change pitch without changing tempo (Pitch Shift), or "Resample"
to change pitch and tempo at the same time (same as you would using 7.5ips
instead of 15ips on a reel-to-reel). Resampling give the best results - not
so much interpolation on the part of the software.

These are all examples of the same short segment of Scarlet-rumped
Cacique's song. The first is the normal sound, the second is resampled to
1/3 speed, the third is time-stretched to 3X the time, and the fourth is
pitch shifted to 1/3 pitch.
