Hi Rich; I listened to your recording, but could only hear a songbird in the background. Probably a sparrow? We have Buffleheads wintering around Salt Spring Island on the West Coast and they start courtship displays in January or February. We are part of the BC Coastal Waterbird Survey team for Bird Studies Canada.We often get within 50-60 ft . They do have quiet calls combined with courtship activity but we couldn't get a match with the recording.
