If there is no obvious cause of death and the carcass is in reasonable condition, someone could ask ACT government if they are involved in/aware of a rabbit control program in the vicinity and want to follow
up the possibility of the bird having been secondarily poisoned by Pindone. Best practice for using this poison usually involves caged bait stations, pre-baiting and daily collection of rabbit carcasses to reduce the risk (e.g. see
Best Practice Management Guide for Rabbits in the ACT ).
WTE isn’t listed as a threatened species but Little Eagles are, and both are likely to be susceptible to secondary poisoning by Pindone.
