Hello Ben There are a range of products from FLIR that may be candidates - I've used a low-end one that attaches to an iPhone. I've used it to locate heat-ingress spots in buildings, temperature overloads in equipment etc. It might be a stretch to spot the heat generated by quail at any sort of distance as the resolution if pretty modest.
At the other end of the spectrum, my son-in-law is involved in a drone business that routinely does thermal imaging mapping of wild-life (such as rabbits around Kings Avenue bridge, wild deer etc). However, that involves serious $s.
