Yesterday I thought I saw a Forest Kingfisher too, on Gungahlin Hill near Crace. The light was poor and it was staying high up and I forgot my binoculars (my bad) so didn't get much of a look.
It seemed to be darker than a Sacred Kingfisher and white belly so not like an Azure Kingfisher.
Nearby were a pair of Gang Gangs either nesting or inspecting a hollow. The male was at the hollow making noise and the female was quiet in a nearby tree.
