Peter,

That is a good one. It is an outer tail feather. My first guess was Regent 
Honeyeater but the yellow and black are the wrong way around and at 18 cm it is 
way too long (about twice the length). Only other choice is a parrot, but it 
doesn't fit any normal local parrot. Could be from a captive domestic breed, 
most likely Cockatiel or Rose-ringed Parakeet that occur in all sorts of random 
colours.
