So why has the faceless ACT Government decided to restrict access?

Hi all,

I went for a walk down to Shoveler Pond, East Paddock at Jerra Wetlands this morning to check how much water was in it, it is full. I also noted a new sign on the cattle yard. It looks like it is a no go zone now but I would like to state that if anyone sees me in the paddock I do have permission to enter from the lease holder.
