I will give them a call tomorrow. However I don't think the bird can be captured if it turns up again as it is very mobile.

That is a very severe case of scaly mite, but is treatable. If you call ACT Wildlife, hopefully they can assist you. If it isn't caught and treated it can eventually cut off blood supply and can cause toes and even feet to fall off.
