Perhaps those master geographers at eBird were influenced by the complication that the foreshore at Jervis Bay Territory is part of New South Wales. JBT ends at the high water line.

Not quite sure what you mean Steve. My point is that eBird treats the ACT as a separate territory but treats Jervis Bay Territory as part of NSW. Both territories were officially proclaimed long before eBird commenced.

I doubt eBird will. They have Jervis Bay Territory listed as Shoalhaven, NSW.
