According to HANZAB the average clutch size is 3-4 birds so your lot would be at least two clutches.

On September 30 2011 Carwoola was visited by a flock of 14 Black-shouldered Kites.  The extent of the black was examined very closely but it didn't spell anything.  I think they were all adult birds.
