I don’t have an answer to the question (the answer is probably yes) but the finding like you describe is typical of a Peregrine feeding. As in wings still attached to the back and most of the breast and the rest eaten. I found something very similar at Bowes St in Woden about 3 months ago. I have seen Peregrines at Woden but years ago (when I was working there). I don’t know that other raptors won’t leave similar remains. I would not have thought a fox would leave neat remains.

At Calvary Hospital today I noticed a pair of feral Pigeons wings in the garden and another pair just outside the multi-story car park. When I saw the first pair I suspected a fox but I do remember seeing similar evidence when Peregrine Falcons had been feeding. Has anyone seen Peregrines around the hospital?
