From these additional photos I am now pretty sure that your birds are Black Swans, given their "size" and stance.

I don't use a camera which takes photos from far away distances so I couldn't zoom in that far.
A Black Swan is a good guess, but when I first looked at the photo I thought that they might be a smaller waterfowl.
Good guess though.
Now I'm also sending extremely cropped photos as well as a circle to show the bird with the head visible.

I know this a very poor quality photo since it was taken distantly away and my camera couldn't zoom that far, so I had to crop it.
The photo was taken in June and is near Canberra, so the species should have been recorded in the ACT.
