I have heard back very promptly from eBird Cornell.  They have been able to reproduce the problem and acknowledge it is a bug at their end.  It will be fixed "in version 2.0.10 in the App Store when that comes out—we have another one in the pipel" which will be a few weeks away.  I am surprised that no-one else has noticed the problem.

The work round, to get the list into your personal account and show it as 'owned by COG outings' is a bit messy:
  1. use a personal account in the field;
  2. get to a computer and share the list with COG outings;
  3. log into COG outings and accept the list;
  4. switch accounts on the computer to the personal account;
  5. delete the list from there;
  6. switch back to COG outings;
  7. share the list to the personal account (and anyone else that wants it).

My eBird  app on my phone was changed today.  Apparently a 'new improved' version.  Its improved so  much I can't work out how to switch between my personal account and COG Outings.  Does anyone know how to do this?  Ebird is silent on the matter.

I suspect they have hired Trump as their lead programmer.
