Yes, you download the bird pack for your area and it then works offline. I've tried it on a few local birds with the bird pack for SE Australia, and it's pretty good at picking the bird I was thinking of from answers to a few questions.

For Australia, so far there just seem to be bird packs for SE and N Australia.
