I think you are correct about the signs. There was damage to the woodland in the past due to firewood collecting and vehicle access, Defence made efforts to reduce that.

Yes - unless Defence have been taking lessons in community relations from Icon Water.
I suspect the signs are there to keep out folk gathering firewood etc.
