Couldn't agree more. I have children in Footscray and visit  the W Treatment Plant, for which I have a pass and a key several times a year. I missed the tufted duck in December 2018, but may catch it next month if still there.

The situation with ICON is a comparative embarrassment.

An interesting article about the bird and its observers.  A couple of points are worth noting and comparing with the situation in Canberra (emphasis added):
  • Melbourne Water, which owns the treatment ponds and manages them as a bird conservation area, provides permits to allow bird-watching. It has welcomed the sudden spike in visitors. 
  • “Melbourne Water deserves a pat on the back for the seriousness with which they manage the land for its conservation values,” [Sean] Dooley said.
