No opinion on the spots, but I’ve seen adult Spotted Harriers in the Parkwood/Riverview/Dunlop and associated NSW border area several times in the last five years.

I have some distant scrappy video of the same bird (given its 'feather combo').  taken when last there ( 8th Jan).  Given the number of birds , like the quail that are there, there is plenty of reason for it to 'hang about".
