As someone who has "issues" with rigid application of the administrative boundaries of States and territories I am far from excited about this. I'm not saying its a bad thing just not
on my priority list.
A far better avenue for eBird to extend to would be the polygan app developed by an individual observer some years ago. This lets the observer define the area they are interested in by
plotting the boundaries as a polygon in Goggle Earth and then downloading a checklist for that area. Unfortunately it seems to access an old version of the eBird dataset so is getting gradually less useful.
