On 1 April (the date is not significant) I counted 37 on the grassy bank between two ponds at the Fyshwick poo pits.  I think such flocks are pretty normal for Autumn.

I have never seen a flock of Lapwings before. They were in a rough circle facing each other what were they doing?

Do they have juvenile flocks ? Do they participate in speed dating for the unattached ?

Also last Saturday early morning saw 7 Gang gangs heading into the ANU

And at least 50 YTBC heading in from the West over Giralang on Saturday and since daily visits to the pond of about 10 taking in water at the weir.
