I agree with John that the birds at Tidbinbilla are not really captive. I don't mind either way, but feel as though we should either count all birds both in and out or we don't count any of them at all. 
What of the Bush Stone Curlews? There have been a number of records outside mulligan's (which I can't find anymore, so may have subsequently been deleted). Do they count outside but then don't count the moment they fly back in?
If the records are there and they aren't wanted, they can always be filtered out. If they aren't there, they can't be found even if you want to use them.
