I occasionally see them on Urriarra Road on my bike rides, about 3 to 4 kms west of the roundabout at the entrance to Stromlo Forest Park.  However I wouldn’t guarantee that you would find them even over several visits.
 
If your friend left their car on Urriarra Rd at the junction with the forest road on top of a small hill almost exactly 3kms from the roundabout then walked west through the paddock/ lightly forested area parallel to and on the south side of Urriarra Rd this might work.  This is part of Stromlo Forest Park so is open to the public.  A walk of 1km takes you to the western boundary of Stromlo.  This is also a good area for speckled warblers, tree creepers and quite a few other species.

Someone at work who is  beginning birder wants to see Double-barred Finches. I don't like to tell him anywhere because I haven't actually seen any for a couple of years in the ACT.

Does anyone have any good spots?
