The Reserves will not be closed 24/7.  I eventually found this on the TAMS site.

  • Mount Painter Nature Reserve

These areas - and adjacent unleased land - will be closed to the public while the cull takes place.

Close to 2000 kangaroos will be culled from 10 sites across the ACT, the territory government has confirmed.
