Well that is a curious discussion. My first thought, though I only spent a minute on it, was the same as Geoffrey. Although I thought the head shape odd and
odd that the tail did not consistently show as rounded. So I also agree that
a juv Swamp Harrier is a better fit. And sorry I did not think of that at the time.
The flight style of BG & SH are quite different. A description of that as observed, would have helped a bit more. Photo 6087 certainly shows
the long wings, which is probably a better clue, as is the hint of gliding with wings
raised.

Oh dear! Jerry Olsen has suggested to Ryu a juv Swamp Harrier, and of course that’s a better fit. Look at the long wings, and stretched rather than round
head. I was influenced by the colour and coarse barring (and likelihood)

Appears to be a juvenile brown goshawk Ryu. This is the most informative view –

New raptor on Wanniassa Hills today. I only got out-of-focus photos in the spur of the moment but hopefully they are enough. It was being mobbed by 2 Kestrals, which you can
see in some photos and provide a good size comparison
Other nice sightings this morning were 4 Scarlet Robins in the same shrub, 2 or more Golden Whistlers (first for the season on WHNR), and a Speckled Warbler
