This is a protective covering produced by the nymphs (larval stage) of 
froghoppers (family Cercopidae) - related to aphids, scale insects etc.

The nymphs are called spittle bugs, you can probably guess why. I think the 
foam is also sometimes called cuckoo-spit, as well as frogspit as mentioned by 
Martin.

Anyone know what this foam is - what produces it? I've seen it on wattles in a 
couple of places recently. This photo was taken yesterday in the gardens around 
Parliament House - there were quite a number of these bits of foam on several 
wattles - and I noticed the same foam a couple of days previously on some 
wattles growing beside the Sutton Road off ramp from the Federal Highway.
