Bill,

 

Really hard to be certain, but on what is likely and what shows of the shape, general brown colour and relative size, basically but not very pointed wing and mostly what little I think I can see of a face pattern to me are very suggestive of it being a Brown Falcon. I don’t see a suggestion of any other species in the photo.  I’m not overly familiar with Brown Falcons being aggressive to eagles but it would not surprise me. I would expect them to be noisy in that situation if they were I would expect a loud cackle.

When photographing a local Wedgetail Eagle and its one chick, one of the adults was mobbed by magpies and a single raptor. The photo was taken late in the afternoon and in poor light conditions with the birds at some distance. ID of the small raptor would be appreciated if possible.
