Martin - a bird in Campbell will not be an ‘illegal’ escapee, as there are no licensing restrictions on the species in the ACT. They are on license in NSW though.

But Oliver also says it is likely to be "an escapee from an illegal captive collection".  Does this mean just that the former owner of the bird hasn't paid the requisite fee to TAMS rather the species being illegal per se?

Thanks Alison.

The further information doc to which Oliver refers states, among other things:
'The  red-whiskered  bulbul  is  prohibited  in  the  Northern Territory,   Queensland,   South   Australia,   Tasmania   and Western Australia, but can be kept in the Australian Capital Territory, New South Wales and Victoria. Where bulbuls are permitted  in  captivity  there  are  few,  if  any,  measures  in place to ensure they remain securely in their enclosures.'
Perhaps list members and COG could lobby the ACT Govt to prohibit the keeping of this pest species in captivity in the ACT and NSW?

HI everyone

Oliver rang me about this and asked if COG could help out to see if this is a lone sighting or more worrying one of perhaps a number of this species in the Campbell area.

Given that a number of COG and other bird watchers report on what they see around this area , would you be kind enough to let Oliver know directly  if you see any other Red-whiskered Bulbuls?

Many thanks

Subject: Red Whiskered Bulbul - Assistance Requested

Hi Alison,

As we discussed on the phone earlier today, a single Red- Whiskered Bulbul (Pycnonotus jocosus) was surrended to ACT Parks by a wildlife carer yesterday. The bird had been given to the carer after it had crashed into a house window in Ferdinand Street Campbell.

This bird is a Notifiable species under the Pest Plants and Animals Act, based on a risk assessment for the potential to establish with associated damage to agricultural and environmental assets. The nearest known established population of Bulbuls is in the Wollongong area. The last recorded detection of this species in the ACT was in the Tuggeranong Area in the mid 90’s.

The bird from Campbell was banded with a single yellow band, so it is likely that it is an escapee from an illegal captive collection rather than a truly wild bird. However,  given the risk of Bulbuls establishing in the region,  ACTPCS is keen to co-ordinate additional monitoring in the Campbell area to ensure that this individual bird is not part of a wider feral population. ACTPCS intends to put out a media release  asking the general community to keep an eye out and report any suspected sightings of the species. In addition to this, we would like to request the assistance of COG and use the expertise of your members and networks to help with undertaking some targeted surveys in the Campbell region.

If this is something that COG could assist with, I’d be happy to meet with you or discuss over the phone the best way that we could go about it.

Some further information on Bulbuls is here - http://www.pestsmart.org.au/wp-content/uploads/2010/09/Red-whiskeredBulbul.pdf

Look forward to hearing from you.

Thanks,
