Based on jizz rather than check-box diagnostics (which are not visible or 
clear) I'd agree with Philip - this looks to me like a Brown Goshawk rather 
than Collared Sparrowhawk.

Very difficult on this photo because nothing diagnostic really shows but what 
is there to me suggests that it is a Brown Goshawk. Mostly because the feet and 
toes are not thin and it beak is not small and it is a bit robust in body shape.

A friend who lives in Tuggeranong sent me this photo, taken in their garden on 
the weekend, asking if the bird is a Collared Sparrowhawk.
Looks like it to me. Apparently the bird came into their garden with a Crested 
Pigeon in its clutches; when they went out to investigate the pigeon got away 
but the sparrowhawk stayed around long enough to be photographed.
