It certainly is an Eclectus.
It has to be an escapee and may therefore be tame. I suggest your friend catches it. They are around $1,000 on eBay!

Hi all
 
A friend of mine posted this photo on facebook yesterday. I  believe that was a bird just in the wild, but haven't heard back from her to confirm this.
 
The photo was taken near Urambi Village when she was out on a walk on the weekend.
 
I believe it's a female Eclectus - unless I am totally off the mark. Has anyone heard about an escapee?
