Hi Matthew,
Highly likely that the pair wish to breed nearby, however I believe if there
is no nest already on the tower, they can't use it (unless there happens to
be a suitable platform). Like all (?) falcons, hobbies don't build a nest.
They need to use a stick nest that someone else (e.g. raven / currawong /
goshawk / etc) has built. Some falcons (esp. Peregrines) will use a rock or
building ledge or cliff face or a tree hollow (esp. Kestrels) for a nest
site.

Seen this afternoon at the old tip site, western Mt Ainslie. Pics show
female with cicada in talons, and male in same tree. Several years ago we
observed a hobby nest in the mobile phone tower not far from this spot;
today there were workmen in the top of the tower and it is tempting to think
that the workers disturbed the birds, though no nest material could be seen
through binocs in the tower.
