With the advantage of larger images that Matt kindly sent me, I'd be fairly confident this is a sparrowhawk, possibly a female from the relatively stout build. I don't think the tail is much use from the angle and the tips being very worn. The 'legs' are very thin and there is the classically elongated and thin toe. I would describe the eyes as 'buttony' notwithstanding that little ridge above that the sparrowhawk certainly has.

Subject: [canberrabirds] Sparrowhawk or Goshawk?
Matthew Higgins here. Saw this bird just now on western side of Mt Ainslie (and heard its mate). Steph and I are tending toward collared sparrowhawk, rather than goshawk. What do people think?
Cheers
Matthew
