I would think BG, though I would not place much of my reputation on this one
photo. You would know more from seeing it than I can get from a photo but it
looks robust and the tail although worn, looks rounded. But if you saw it
and heard a partner. chances are there are a nesting pair, in which case it
should be fairly easy (if you have time) to track down and ID. Whatever
species, if you find both M & F, the size alone should be enough.

Matthew Higgins here. Saw this bird just now on western side of Mt Ainslie
(and heard its mate). Steph and I are tending toward collared sparrowhawk,
rather than goshawk. What do people think?
